The written notice communicates the decision and the instructions that apply to it, often together with enclosed rating information.

What This Document Explains

The notification letter is the starting point for identifying when VA issued notice and what documents belong to the decision packet. An award may also explain payment information. The letter and enclosures together must provide the decision-notice elements required by 38 CFR 3.103, including the applicable review choices.

Read It Issue By Issue

Keep the notice date separate from an evaluation effective date, payment start date, and the date you downloaded the file. In ordinary modernized agency decisions, the notice date starts the usual one-year period for Higher-Level Review or a Board Appeal. Other decision types have different procedures. The options after an initial decision are not identical to the options after a Higher-Level Review or Board decision.

Keep The Packet Together

Check which issues the notice actually decides. A deferred issue can remain pending while a granted or denied issue has its own review rights. Asking VA for an explanation or requesting records does not substitute for the required review filing. Use the instructions for the actual decision and seek accredited help when the document type or deadline is unclear.
