Effective Dates When You Filed An Intent To File

An intent to file can reserve a potential start date while you complete a claim. It is not the completed claim or an award. VA must receive the required completed claim within the applicable one-year window, and entitlement rules still matter.

Confirm What VA Recorded

Keep the acknowledgement showing when VA received your intent to file and which benefit it concerns. A private draft, a personal calendar reminder, or an account on an independent website does not establish that VA received anything.

VA currently explains that starting specified online forms while signed in with an identity-verified account can create an automatic intent to file. Its guidance includes a disability compensation claim and a Supplemental Claim for disability. Other methods include the prescribed intent-to-file form and contacting designated VA personnel. Follow VA's current instructions for the particular benefit and retain confirmation.

Finish The Claim Within The Window

For an illustrative initial claim, assume VA records an intent to file on March 12, 2025, and receives the completed claim on February 10, 2026. The completed claim falls within one year. March 12 can remain the potential claim date, subject to the other effective-date requirements.

An intent to file cannot be repeatedly renewed to extend the same unfinished claim. VA generally recognizes one active intent for the same benefit. The first qualifying completed claim normally uses it, but not every Supplemental Claim does.

In Hoffman v. Collins, decided August 24, 2026, the Court held that an intent cannot be consumed by an already continuously pursued Supplemental Claim when it provides no effective-date benefit. That exception prevents the intent from being wasted on that claim and becoming unavailable for a later qualifying claim. Which application properly uses an intent depends on the actual filing history.

Keep Decision-Review Deadlines Separate

An intent to file does not extend Higher-Level Review, Board, or Court filing deadlines. It is also not a substitute for the completed Supplemental Claim. Identify the decision, issue, and required review form before treating a reminder date as controlling.

For Supplemental Claim continuous pursuit, VA's current manual recognizes a qualifying intent received within one year of the decision notice and followed by a complete Supplemental Claim within one year of the intent. This may preserve continuous pursuit even if the completed claim arrives after the decision year. Keep the decision, intent confirmation, and completed-claim receipt together. An accredited representative can check whether the intent applies; the calculators do not determine that history or entitlement.

Read The Award Before Estimating Payments

When a decision arrives, compare the assigned effective date with the intent-to-file acknowledgement and the completed claim receipt. A difference is a question to investigate; entitlement may have arisen later or another date rule may apply. The intent-to-file date alone does not establish the amount payable.

If an award is effective March 12 under the general payment rule, the scheduled period begins April 1. The retro calculator can check the gross monthly arithmetic using that assigned date. It cannot decide whether the intent was valid, resolve a disputed effective date, or determine the net amount still owed after previous payments.

Frequently Asked Questions

Can an intent to file apply to a disability Supplemental Claim?

Yes. Current VA guidance includes disability Supplemental Claims. A qualifying intent within the decision year, followed by a completed Supplemental Claim within one year of the intent, may preserve continuous pursuit. The completed filing and applicability requirements still matter.

Does an intent to file guarantee back pay to its date?

No. It preserves a potential date when the required claim is completed in time; entitlement and other effective-date rules still apply.
