How VA Effective Dates Work

A VA effective date identifies when an award takes effect. It is not necessarily the claim date, decision date, or first payable month. The general rule uses the later of the claim date and the date entitlement arose, with important exceptions.

Separate The Dates In The Record

Write down when VA received the claim, the effective date stated for each granted issue, the date on the decision, and the payment-start entries. Those dates answer different questions. A later decision can award benefits for an earlier period without making the decision date the effective date.

Section 3.400 provides the general effective-date framework. It does not make the date of a medical appointment automatically controlling. The appropriate date depends on the kind of claim, the evidence establishing entitlement, and any applicable exception.

Apply The General Rule Conditionally

Suppose VA receives an initial claim on March 12, 2025, entitlement existed before that date, and no earlier-date exception applies. Under the general rule, March 12 is the potential effective date even if VA decides the claim in January 2026.

If entitlement instead arose after the claim arrived, the later entitlement date can matter. These are illustrations of the rule, not findings about anyone's medical history. Read the reasons for the assigned date and compare them with the actual claim receipt and evidence before concluding that a date is incorrect.

Identify The Exception Before Counting Money

A direct-service claim received within one year after separation can have an effective date as early as the next day after separation, subject to entitlement and the governing rule. An intent to file can also preserve a potential claim date when the required completed claim follows in time.

For an increased evaluation, section 3.400(o) can allow an earlier date when the increase is factually ascertainable within the relevant one-year period. Timely continuous pursuit of an issue under section 3.2500 can preserve an earlier claim date, but does not guarantee that every successful review receives the original date. Different exceptions should not be treated as interchangeable shortcuts.

Then Identify The First Scheduled Month

Under the general payment rule, an award effective March 12 starts its scheduled payment period on April 1. This does not promise a bank deposit on April 1. The entitlement month and the date money reaches an account are separate.

Use the retro calculator after identifying the rating and effective date already assigned in a decision. It totals scheduled compensation using historical monthly tables. It does not decide entitlement to an earlier date, subtract compensation already received, or apply every exception in section 3.31. A disputed effective date needs review of the decision and the applicable review deadline, not just a different calculator entry.

Frequently Asked Questions

Is the effective date always the date I filed?

No. The general rule compares claim receipt and entitlement, and several exceptions can change the result.

Does payment begin on the effective date itself?

Usually the scheduled period begins with the next calendar month. Section 3.31 includes exceptions, and the bank deposit date is a separate question.
