Continuous Pursuit And VA Effective Dates
Continuous pursuit links timely review steps for an issue and can preserve a potential earlier effective date. It does not guarantee an award or eliminate other date rules.
Follow The Same Issue Through Its Decisions
Continuous pursuit concerns the sequence of review requests for a decided issue. It is not merely keeping some claim open at VA. An award can contain several issues with different procedural histories, so a later decision date should not automatically be treated as restarting every older issue.
The regulation identifies the permitted next steps after each type of decision. After an initial or Supplemental Claim decision, the ordinary options include Supplemental Claim, HLR and Board review. After an HLR decision, another HLR of that decision is not available. After a Board decision, the Court route follows its own filing rules.

Preserve The Potential Date, Not A Promise
When the required successive review elections are timely, the effective date can remain tied to the initial claim, subject to when entitlement arose and other applicable rules. That is why the word potential matters: continuous pursuit does not establish the disability, the percentage, or every element of the effective-date determination.
Consider an issue decided in January, followed by a timely Supplemental Claim and another decision later that year. The new decision has its own ordinary review period. The earlier claim date may remain relevant through continuous pursuit, but only the actual procedural record can establish that chain.
Understand A Break In The Chain
A Supplemental Claim received more than a year after the decision can generally still be considered. The usual effective-date rule then does not reach earlier than receipt of that later Supplemental Claim, subject to specified exceptions. An old denial followed by a new application is therefore not necessarily equivalent to an uninterrupted appeal.
An applicable intent to file can matter: VA's manual says an intent received within the decision year, followed by a qualifying complete Supplemental Claim within one year of that intent, may maintain continuous pursuit even when the completed claim arrives after the decision year. This does not extend HLR, Board, or Court deadlines.
Special circumstances, including certain extension requests and Court proceedings, need analysis under their governing rules. The basic deadline calculator does not determine continuous pursuit from an entire claim history and does not collect that history.
Keep A Dated Record
Keep each decision, the specific issues selected for review, the submitted form and proof of receipt. A simple chronological record helps an accredited representative distinguish timely review, a new increased-rating claim, and a different issue. The label appeal on a personal calendar cannot substitute for those documents.

Frequently Asked Questions
Does Continuous Pursuit Guarantee Back Pay To The First Claim?
No. It can preserve a potential effective date, but entitlement, the correct review sequence, timely filings and other effective-date rules still control.
